The fundamental tenets of Ecological Doctrine of Russia elaborated on Russian President V.Putin`s initiative expressed on January ,30, 2001 include the main principles of state policy and international collaboration concerning stable development security. It must be the main document for strengthening of market relations and statehood improvement from one side and international relations system globalization from another. State policy within Ecological Doctrine should include the following positions: state plans for preservation of ecosystems main components and elements; rational mechanisms of nature use; occurring everywhere application of sources- and power-saving technologies; use of effective means for control and monitoring environment quality; elaboration and use of legal and legislative basis; payments for natural resources and the pollution of environment; safeguarding of ecological security within the country; laying on national level conditions for possible use of globalization and its threat opposition. The main positions of Doctrine realization is impossible under the following positions: first - structural economic and social reforms must continue for country modernization; second - state strengthening is impossible without state machinery reform; third - big corporations interests use and their interaction with regional powers is very important; fourth - civil society interests should be observed. Main and necessary term in realization of stable development conception and Ecological Doctrine of Russia is reinstatement Ministry of environment protection in Russia Federation Government which was abolished some years ago. However at this Ministry should work people not burdened with socialist system weight, experienced to manage enterprises and big corporations under new economic conditions of transition to market relations.
