On the way to the future.

The third issue of Vestnik MGIMO-University is the last in the 30 journals set with the conventional reference apparatus and the first to have its full contents displayed on the henceforth bilingual (Russian / English) website of the journal. These transformations are a step anticipating inclusion in Scopus, one of the international bibliographic databases, to lift MGIMO in the world university ranking. In this respect the fourth issue of the journal will have a format complying with the requirements of Scopus for annotations (150-200 words) and a particular template of references, footnotes and bibliography.
The third issue’s opening article, written by Academician A.V. Torkunov, is bound to spark interest for readers suggesting a problem-posing novelty and theoretical insight into contemporary international relations in a post-crisis world. Also published under the same rubric are articles about the European Union’s Arctic Policy and influence of lobby groups on the U.S. foreign policy in the South Caucasus, as well as five analytical notes from the MGIMO Institute for International Studies devoted to pressing problems and hot-button matters nowadays.
The issue is the endpoint for the two blocks of articles, 14 and 15 papers each, by young scientists from various Russian universities elaborating on the two grants of the Ministry of Education and Science of the Russian Federation, one for actors in world politics and the other for new theoretical approaches in the studies of Russia’s modernization with regard to the complex society context. Post-graduate students have contributed to the issue with their publications on ‘Intercultural Communication vs. Philosophical Comparativistics’ based on the speeches made at ‘MGIMO Science Days-2013’ by philosophers and culturologists embarking on a scientific career.
Readers should pay attention to the published excerpts from the ‘XVIII Reciting Shishkin’ event traditionally held by the MGIMO Department of Philosophy in memory of its founder, famous Russian philosopher A.F. Shishkin with the recent publication of A.I.Podberezkin’s work titled ‘National Human Capital’ prompting the choice of the topic. Taking into account the original ethic leitmotif of this event, the participants were asked to ponder on the problems of the national human capital in the scope of morals and ethics, leading to a fruitful discussion which dwelled upon new aspects of the theory in question.
The Pedagogy section sees a steady increase of publications in accordance with the development plan made by Professor E.V. Voevoda. Likewise new articles have filled up the MGIMO Golden Fund section, the third issue acquainting readers with essays about A.M. Belonogov, V.I. Goryunov, M.L. Rytova, A.I. Stepanov, A.A. Krasikov. The Law section features four substantial articles gaining a long unseen scale. Although just one article is listed in the History section, it is dedicated to the Battle of Kursk marking its 70th anniversary that will be celebrated this July.
The problem of identity in modern international conflicts, U.S. aid to Israel, activities of analytical centers in Turkey – all these are given consideration in the Political Science section. A good deal of interesting and useful information awaits readers if they visit the journal’s website and browse its pages. All articles of the issue will be available in the website archive within a month after release of the paperback while the e-mail address remains unchanged. Welcome to the new website of the journal!
