Real and imaginary liberal reforms of 90-s in Russia badly organized and financed led the country to the verge of bankruptcy. It is evident that the crisis overcoming can`t be held spontaneous. Russia needs single-minded economic and ecological policy held by state able to function. Two previous years proved that stable development conception can be consecutive and practicable. That`s why at present absolute priority of Russian ecological policy is strengthening of state role and its involving to world globalization when Russia return to authoritarizm and planned economy become impossible. Today is senselessly to debate whether the former system was better or worse, the main thing now is to use resources rationally to ensure state capacity to decide social problems and to preserve environment. Under these circumstances ideology shouldn`t be dominating. At the same time ecological policy of the country becomes more international. Tendency to redoubling of the most traditional global problems such as climate changes and ozone layer decrease, forests square and drinking water reserve, transboundary pollution of environment and biovariety impoverishment are evidence of inability of major states to answer adequately these defiance. Deliberate understanding of the fact that accumulating negative destructive tendencies set at defiance to mankind led world community to forming conception of stable development and elaboration of the unique document "Agenda for the 21-st century" which represent world plan for actions. This conception realization should provide optimum correlation and balance between interests of environment protection and state economic development. Right now we are talking about global world system creation developing by the same rules. At present efforts to forming national strategy of stable development and Ecological Doctrine of Russia could be realized only with regard for drawing the country in world economic even originally on relatively roles.
