Sergey Lavrov, Minister of Foreign Affairs of the Russian Federation, met on September 9 with the President of the OSCE Parliamentary Assembly, Joao Soares, who is on a working visit to Moscow at the invitation of the State Duma of the Federal Assembly of the Russian Federation.
An exchange of views on topical issues relating to OSCE activities and the saturation of its political agenda with issues of relevance for all Europeans, particularly in the area of security, took place during the conversation. There was noted on the Russian side the necessity of continuing the reformation of the OSCE, of adopting its Charter and of working out uniform rules in the field of international electoral monitoring.
One of the chief themes of the conversation was the situation surrounding Georgia, South Ossetia and Abkhazia in the light of the accord reached on September 8 between Russian President Dmitry Medvedev and French President Nicolas Sarkozy on the implementation of the peaceful settlement plan. There was noted on the Russian side the necessity of creating reliable mechanisms to prevent a repeat of Georgian aggression and remilitarization of the Saakashvili regime, which would inevitably lead to a new destabilization of the situation in the region.
